DORTMUND, Germany — In Germany, museums are usually hallowed, hushed halls of high culture. The brash concrete-and-glass structure right outside the main railway station of this changing Ruhr city breaks the mold.

Just 16 months old, the national museum to the national sport of football has charged into visitors’ consciousness like one of Germany’s soccer greats dodging and weaving to score a crucial goal.
